Anyone know how piping.php works?

i am trying to make a software in C# too use remote pipe.php in api folder but all i get in response is 404.
i set the userAgent as the API key and host too my ip but i get no where.
anyway the reason i write a software for email piping is because i want receive email to ticket system pretty fast, and some email servers do not support email piping so i thought to try out a workaround that might work now days for most email servers thanks to iphones or smartphones.
Called imap-idle i am not even sure its possible too make it happen with imap but i wanna try it out but first i need to get the api to respond or at least figure out how to use it.
